the ashoka symbol on the back side is shifted 90 degrees anticlock wise.does this has any value?

Rotated dies are considered an error.
However the value varies greatly.
For a rare Morgan dollar it could be considerable.
For a developing country prone to manufacturing problems, not so much.
Still, I always keep them as they are great teaching aides.
