These are "test marks" where, before accepting it, a shopkeeper used a pointed instrument and hammer to punch into the coin to determine whether it was solid silver or silver plated. The presence of test marks actually helps validate the authenticity of the coin.

The are indeed punchmarks to test the coin.
Yours has marks of a pointed tool, but some indian rupees have other-shaped punchmarks, identifying the bussinessmen who made them.

i found a graded coin noting them as "shroff "marks . to gauge the quality of the silver. i have seen the marks on the coin you show on the edges of thick rupees . i never stop learning about history through coins. either that or i am relearning what i forget over and over again!
