When I try to submit a form for a new issuer, the issuer blank has a drop-down, but no way to input a new one.

Attempting to type "James Campbell, Morpeth, NSW" caused the screen to jump to Jamaica and then freezes.

This functionality is disabled, so we retain control of new issuers.
