Issued by the United Sates. They may cross the border and also circulate in Canada, too. So far, I think they are the only one using the word "quarter" on the coins and not just as a popular nickname.

The territory quarters are hard to find here in the US, about as difficult as Olympic 50p in the UK. The same is true for the National Park Quarters. These coins have been in circulation for three years now, and I've only seen a few of them.
