Tracking number problem

This week I ordered some coins from a swap partner and he says I have to pay more 3 euros for tracking number because of his post office rule. I said I will not pay. So he will be sending unregd. and without tracking number. Is there a way how can I trace at least a part of the shipping progress, by any means, by any chance???
