Please help to understand - old silver token or coins

Dear Colleagues
I bought this 'coin' on the market in Hong Kong in the antique shop. Probably it is token, may be coin. But I need to know. Some translation or reading of Arab language is appreciated! Thank you!

The style looks similar to a lot of Nepalese coins. If it is a token I'm guessing it's from Nepal.

Problem is that the word are written definitely in arabic language not nepalese. :(

The value is very low. Many are made with many variations.
It is always dangerous to buy 'antique' coins in China or Hong Kong, because many fakes are sold there.
I think yours is not silver.

Yes i know all story about fakes in China/HK. It was cheap so I just took for curiosity. While buying coins there I made all precations and took only those which I am 100% (or at least 99% ) sure.
