Victoria small cent no date

Anyone have information on this one? Looks like a token but is very nicely made. 4.4g, 19mm. Kind of thick.

Here is what I think-----
Possible Model coin made by a company to show how good they can make a coin.
Date --approx 1837-45
Definitely  made in Great Britain.
Possible --for the East India company or Straits Settlement as it has the wreath.
Is it for sale? as it would look nice in my collection of Victorias smalls.
