"VOC" were the only letters that were on coins in that way. Never RVS. I don't recognize it either.

It is from Spain,4 Maravedis, PHILIPVS IV 1658/1659.
It is a countermatked coin with two or more stamps.

Probably it's a billon coin of 4 maravedi or ochavo between 1520 and 1591. Impossible to say which one.
You can see in obverse a counter-stamped PVS under a crown. It's a mark made in 1658 or 59. The date must be in the reverse under the X in the center.
In reverse near the edge there is a XII under a point. It's a counter stamp from 1636. This coin then was used as 12 maravedis.
It has another stamp I don't know, left to PVS.

Only coins in good grades have some value.
The countermark was to duplicate the value of the coin and, in the XVII Century, it was a national sport to counterfake this coins. Of course it was forbiden.
From the people to the nobles and church, everybody counterfake this coins.
First they hammered the coin to destroy previous stamps and to make it grow; then the spamp was applied.
With this system, instead of duplicating the value of "4" to "8" maravedis, they use a "2" Maravedis coin and stamped it to "8" Maravedis.
