Is this a mint error?

Both coins are Russian 2 kopeks 1811


The error one is 29mm and the normal is 28mm wide
The error one is 3mm thick and the normal is 2mm thick
My scale is broken so I don't know their weight.
And if it is an error then what is the value of it?

I think c118.3 and c118.4 : different letters at eagle's tail
so totally different coins
weight or size aren't specified in krause....

Different mints at the time should mean different dimensions.
