It could be Thailand. The man on the horse kindda looks like the man on the horse on a Thailand 10 baht 1980 P-87. But not sure,i could be way off.

Bingo. I have no catalogue on this, but judging by the characters and the very precise view of Tbilisi from the right side of the river over the church, it has to be Georgian!
