  The one in the reply above might do it. Your original is 197 wide x 200 high, and I reduced it a few times - not sure which will work within avatar size ...

 I use FastStone Image Viewer then the Resize / Resample button.  :)

 The image is rotated so I also use PhotoScape to straighten it up, and then cut out the border.
