Yes, it is Austrian and they are paper notgeld. I have many different ones but I don't collect them! Tewcd would have been able to help but he is long gone! :(
Yes I got some from grampa as he was there in the late 1920"s. He gave me one from Germany which has snow on the roof on it, and he told me that meant they had female company. Anyone know if that is the truth, or was he joking with me?

I've found that it's from Upper Austria (OberOsterreich) and that there are both blue and orange versions.

And it looks like "GUTSCHEIN DES LANDES" roughly translates into "Token Currency".
