Those are 1999 state quarters 😇

As I've said in another of Canuck547's posts, the discoloration or tarnishing on the reverse is common enough and actually reduces the value of the coin.

Now watch out: many sellers sell coins they picked in a parking lot and try to pass them as errors for a couple of hunderd bucks. But you'll see honest sellers who ask for reasonable prices for spectacular errors. Some other errors are real but extremely minor and not even worth collecting IMO. The US Mint produces hundreds of billion coins every year. Small insignificant errors are to be expected.
