Unknown coin, token or lead die? Possibly 1700's Georgvs fake?

I have asked multiple groups with no answers or they cannot figure it out.. I have not yet found an answer to what kind of coin/token this is. If anyone could help I would really appreciate it. The quarter is on top of the coin to show the size.
It weighs 15.1 grams. I think it's lead but I am not sure. Thank you in advance for allowing me to post and ask.

 As a Quarter is 24.26mm then the item underneath is about 29mm or so. 

 

 

 

 

 Looks like there was a loop at the top that broke off. 

Also looked like 1789 in reverse initially, but it still is nothing. 

Clearly hand-made so nothing like it for comparison - or purpose. 

Maybe a lead seal or hop token or communion token.
