No idea yet where either coin is from.

There is a very rare Roman coin with similar reverse (minus some text) but different obverse:
N#61673
According to the page, it was struck by a military mint in North Africa in the time of Caesar. So this info can be misinterpreted as ‘Carthaginean’.

Maybe this is some fantasy coin that pretends to look like that? The whole surface is very sus anyway, looks more like cast than struck.

 Looks like there may be some lettering below the elephant

 Some Roman coins had a portrait left, then an elephant walking right with 

a raised trunk and CAESAR lettering below. Still unsure where either coin is from …

 Then again, it may not be ancient at all, and just made for tourists - 

 

 which that picture is from the French forum on here - five years ago. 

Maybe then also the maker had a choice of obverses to add as well.
