I mean is it issued at a nearby coin machine near the kölner Dom or is it … given our for free or to buy for the visitors or what can it be the story behind this

He was made a Pope on 13th March 1913 so that accounts for the date of issue.

Visited Germany before he was the Pope but didn't visit it there after he did meet with various German officials in Rome at private meetings.

The building pictured is Cologne Cathedral.

Dare say it was just to commemorate him becoming Pope and a way of raising some funds at the time.
