This one is actually easy. That circle is PMD caused by a machine that packs coins into a roll. Nothing special. It would be more obvious in a picture showing the entire coin.
Is the semi-circle usually over the whole sign? I looked at the words in God we trust and it does look like the circle ended up on top of it but it did the rest of the design. Has this happened before?
I don't understand how the mark can be under words and then over the face. I am confused 😕
Still like to see a picture of the entire coin. What you're saying above would also be true for the die. A circular scratch on the die would only affect the flat field of the coin and not the letters or devices since they're both recessed. It's definately post mint damage and not any sort of mint error that could happen.
