How long has it been? When was your swap confirmed? When did you send? When did the other member send? What country is the other member in? You only joined in January 2013. Contact member you swapped with, if that does not work, you can rate your swap with this member. Then we'll be able to see your comments under your and his profile. Then, and only then, would I consider blacklists or public confrontation. Start by answering my questions, so we can better advise.
Offer was confirmed 1/28/13. My coin was sent 1/29/13 to a location in Macedonia.

F.Y.R Macedonia? They don't have a completely reliable postal service, don't assume that you're being scammed. How well-rated is your partner? Send someone a link to their profile.

As I read through the link posted in the first response, I see how important seller rating/feedback is. My co-swapper has zero feedback.
You have been very unlucky I would say !
However suspicious it looks, give it another week and then assume the worst. It does look like you may never see the coins again, but then we're all new at some point, even honest swappers.

Were your coins received by the other member? When did he send your coins? Do you have open communication with him? How old are you? They say patience is a virtue. I still do not see enough information from you, to give my honest opinion. What if he was waiting to receive your coins before sending his? How long do you think that should take?

I would not rush to judgement, parcels from less developed parts of the world can take quite a while to arrive. Has the sender been in contact with you to tell you it was mailed?

I would give it a bit more time. I shipped out two packages on January 4th from Canada to the States and Belgium, both were received last week. I was convinced they were lost. Lucky for me the people I swapped with remained extremely patient and when they received their packages they could see that I did in fact ship on Jan 4th. Something coming from Macedonia could easily take longer than what most would expect to be sufficient time.
