Do you mean better in terms of grade? If so, no. 1 is better because it doesn't have corrosion like no. 2.
I would grade both coins “VF with areas of flatness”. Add “corrosion” to that for no. 2.

Artistically, 2.
I particularly like the outer ring of fleur-de-lis. I'm a sucker for quality detailing.
