Issuing entities without items are not included in the list [solved]

I can not know if this happens in all cases (or if this is the cause). I see the case of https://en.numista.com/catalogue/issuing_entity.php?id=5938

It was created yesterday at noon. I can see its page and add it to an item (I will do now), but I can not see or search it in the list of issuing entities.

I do not know if it is related: I sent two modification requests with this new issuing entity but the value is not showing on the request page. I do not know if the referee sees that value or not.

This second bug is related with the function of add a second issuing entity (it works when I add as primary issuing entity).

I will ping @dzmitry.huletski there might be something wrong with the secondary issuing entity.

For the first one, it might not be refreshed only. Maybe time will solve it.

I fixed the issue with the display of modification requests.

The entity “Postes et Télécommunications (PTT)” is not showing yet in the list of issuing entities. It will show in the list when at least one item is attached to it.
