Something broke. An issuer search for USA no longer works. It just searches forever.

The shortcut does indeed not work there but you can still use it in the filter of the country list.

I honestly had no idea you could ever search that way. I always just did the full United States. But yeah, USSR and UK work, so they should either break those or fix USA for consistency's sake.

I believe it broke when the USVI was added under the USA. Note that it doesn't come up with “No matching issuer” but just keeps searching. Defiantly broken.
