Are these notes use for rail road and mines belong to banknote category?

Those should be under ‘France’ - &, yes, they are Railway & Mines notes.

 

Saarland's notes are inscribed ‘Sarre’ or ‘Saarland’.

I checked and they circulated in Sarre occupied territory, so everything is fine
