Add ruling authority to Libya [solved]

I saw there were a lot of new coins in the Libya catalough. 

It's under Ottoman rule. Could be called  Ottoman Tripolitania for instance?

 

I made this list, hope it can be used :D

But how this fit under Mahmud II I don't understand:
