Yes, this is a variety of medieval Indian Jital. The illustration pages from Tye's book Jitals are available for free download with registration from https://www.academia.edu/356700/Jitals
 

Looking through the illustrations there, I see the Ghaznavids made coins with a bull on one side and lines of Arabic writing on the other, like your coin. I didn't find a match, but this Zeno search shows a few similar examples.

So I suspect it is Ghaznavid.

P.S. I think you mean diameter 15 mm = 1.5 cm
