Potential Japanese commemorative coin? [solved]

Hello folks,

This one has stumped me. Unfortunately this is a favor for a "friend of a friend" and as such I do not have the coin to give specific technical details and the image is less than crisp.

Estimated diameter ~35mm

Possible translations: The box - "Eighty years of the birth of Hi Majesty the Emperor"
Reverse: Rim - "Lower 10 years of clothing"??, "Emperor of Japan", "Japanese law"

Suspected to be gold plated.

Any ideas?

Ah, so no denomination and/or year then. I suppose it’s exonumia.
Japanese Calendar Showa 56th year is 1981.
Yes it was a mass produced commemorative medal. On Yahoo Auctions I see past bids are between $3 and $15 depending on the fanciness in which box it came etc.
