Question: What former president (now dead) of a European country was also a successful stamp designer?

The winner will be the first correct response received before or at 4 AM, eastern US time, 23 November 2021. If no correct response is received, the first answer naming a president wins. My decision as to winner will be final.

I am looking for a European president who is no longer alive. So no FDR or Ahtisaari (still living).
