I heard that Germany will charge VAT on packages over $20.00 as of July first. Is that correct and will this be for Germany only or for all EC counties? Do I still have to pay when I swap (and nor buy) coins?

The rules are a bit confusing to me.
It says - relevant for any trader who (1) sells goods to consumers in the EU (business-to-consumer situations) this I understand.
and (2) is involved (even indirectly) in the transport of the goods. This one here is ambiguous....does it mean that sending a 5th birthday gift to my niece will be taxed??
From my limited understanding, I think we will be fine swapping.
