George III Cartwheel Penny notched and countermarked.

Can anyone shed light on this coin, could the counter marked name be for the artist James Ward (1769-1859) who painted commissions for George III and is the notch symbolising a love token?

The Netherlands have had an extensive infrastructure for natural gas, and gas meter tokens are common to find. I couldn't find much on British gas meter tokens, but it could be a clue to your notched coin.
