The variant with prominent dots obverse under the P in PhS and the D in FLANDRIE (and in some examples between NO VA reverse) has been attributed by Elsen as being struck in Namur for circulation in the County of Namur in the years leading up to Philip's adding this place to his realm in 1429:

Possibly this was an attempt to circumvent an agreement to not change the composition of the coins struck in the rest of the Burgundian holdings in the Low Countries (Brabant, Flanders, Holland).  

It is given a separate date line below (rather than a listing under Namur), since the coin is still struck in the name of the Count of FLanders and the reverse legend identifies the coin to Flanders, not Namur.
