The attribution of this type of Arab-Bukharan drachm is hotly debated within numismatic circles. Some claim it was issued under al-Amin, while others argue it is an example of a coin from `Ali b. `Isa b. Mahan. The most up to date and recent sources are the ones that argue for 'Ali.
“Sulayman” is likely Sulayman b. Hamid al-Azdi, who is identified as the governor of Samarqand in 190. Al-Amir `Ali is again `Ali b. `Isa b. Mahan, governor of Khurasan. There is a high chance this type was minted in Samarqand due to the presence of Sulayman's name.
