Right after the Wehrmacht occupied the Baltic States and established the Reichskommissariat Ostland, the Nazis seized local resources. Among them were flax, wool, kerosene, sugar and tobacco — all delivered to the Reich. To access these goods, the local population needed ration coupons like this one.

🎟️ What is this note?


Officially called Spinnstoffwaren-Punktwertschein, it was part of a points-based system created by the Germans in Ostland (covering occupied territories such as Latvia, Lithuania, Estonia, and Belarus).


It served as a reward for delivering raw materials like wool or flax, allowing people to buy rationed textiles and clothing.

The coupons were issued in values of 1, 3, 5 and 10 points (e.g. 4 points = 125g of wool).

They were introduced by Heinrich Lohse, Reich Commissioner for the Eastern Territories.

From July 1942 onward, the General Commissars in Tallinn (Estonia), Riga (Latvia), Vilnius (Lithuania), and Minsk (Belarus) ordered local trade offices to issue these coupons.

To buy textiles, presenting the coupon wasn't enough. One had to show a personal registration booklet, where shopkeepers would record the used points.
