Pierwsze banknoty w Paragwaju zostały wyemitowane przez Tesoro Nacional (Skarb Narodowy). Pierwsza emisja tego państwowego pieniądza papierowego miała miejsce w 1856 roku. Kolejne wydatki rządowe miały miejsce do 1923 r., a od 1925 r. Banco de la República, założony w 1907 r., otrzymał prawo do emisji banknotów.
